Just doesn't work properly

The first device tested the supplied calibration solution (1.025 SG) to 1.023 SGI. There's a bottle of another calibration solution that's the most popular here (1.026 SG) and he tested it at 1.028 in Milwaukee. I have calibrated several times with distilled water making sure the lens was clean each time and also waited 1 minute before testing and got the above results each time. My reef tank was also tested at SG 1,028. On my $20 lensed refractometer all calibration solutions tested accurately and tested my tank at 1.026. Those of you with reef aquariums can probably understand that I almost had a heart attack testing the 1.028 SGI, decided to send a replacement and it didn't pass the test properly either. Calibration solution 1.025 tested at 1.025 SG but my SG 1.026 calibration is tested at 1.028 SG with my tank. The $20 refractometer again passed all three tests correctly. I forgot to mention I also used a hydrometer to triple check everything and the tank was tested to 1.026 SGS.
