Not shiny. Matte glitter.
I have this Received fabric today and was very disappointed to find the sequins were NOT shiny or not shiny at all. They are matte and not what I wanted. The fabric itself is of good quality, so no complaints, but the product description had to state that it was matte sequins. But what I expected, unfortunately.
