I am 5 feet 4 115 centimeters, my waist is probably 25 inches? I originally ordered a small size but it was too long as there is elastic at the waist, it was just a little big. I ended up reordering 10-11s and they fit much better and the length was better (a little shorter than I prefer). The waist was a little tight for me, but I'd probably go up a size next time. I really like the elastic band, it's very comfortable to wear compared to other pleated skirts I have.
