I've been scanning public safety for about 40 years. My first scanner was a Bearcat 101 (just missed the "crystal era"). Anyway, let me say a few important words about this Whistler 1040 and its older brother Whistler 1065. This radio may or may not have a 5 star rating depending on the type of digital radio signal you will be listening to. To avoid disappointment, it is imperative that you first do your homework and define the specifics of what you want to scan. Time encryption, which is unfortunately being practiced more and more nowadays. If that's the case, then no scanner will work for you. So if the police are looking for an armed and dangerous killer somewhere nearby, you won't know you have to be on guard until it's too late. Secondly, make sure what you are trying to hear is not using the P25 Phase 2 standard for their radio systems, as this scanner will NOT work with P25 PHASE 2 radio systems is a "site" made up of multiple towers at different locations), then this scanner may or may not work for you depending on your specific location within the "location" coverage area. Without saying a word regarding my personal evaluation of this WS1040 scanner and the functionally identical desktop model WS1065, the digital audio clarity of these scanners is superior to any Uniden digital scanner. One problem I have with using this handheld 1040 handheld scanner is that the device's speaker volume doesn't turn up loud enough. The volume is good at home or in the car with the windows closed, but the speaker is too quiet in a moving car with the windows open or in other noisy places. (However, the 1065's speaker is quite loud). The low volume of this scanner can be corrected by using an external speaker or some kind of headphones. Compared to the basic programmable scanners of the 1990's, all modern digital trunked scanners offer the novice user a pretty impressive learning curve in terms of programming and operating the device and its features, but once that's learned I can say the scanner is really good. To program this scanner I highly recommend using readily available computer programming software as it avoids a major headache and allows you to fully program the device and turn it on in 1/100th the time it would take by hand. * Note however that when using software to program this scanner you may need to adjust the 5 RSSI band signal strength thresholds and set them to factory settings as previous versions of this scanner use GRE values different than those specified in your program can become. As I've said twice before, the main reason I prefer the Whistler scanner over the Uniden scanner is the unparalleled clarity of the digital audio decoded by Whistler. Although more sites are moving to concurrent trunking sites, Uniden SDS models are becoming more popular. Switch to radio because they are excellent at decoding digital simulcasts, which all other digital scanners, including this one, cannot do.
