When you use the application on your phone, it doesn't provide enough power

Phone won't charge while using an application like Google Maps. I used it on two different phones to use my google maps when I was in Mexico and my phone was still charged. Not only did it not charge my phone, my battery died. It just doesn't have the power it claims to use the other charging port, but it doesn't have the power needed to use the app and charge the phone at the same time.
