I wasn't sure how many panniers I would be carrying so didn't want to spend a lot. Also, I wasn't sure if they weren't going to be destroyed if they were locked outside for a few hours. So, based on the reviews, I picked them as a budget option. They are cool! Lowers the center of gravity when transporting groceries in the rear upper basket, making it easier to handle a loaded bike. They hold a lot. Modifications: Permanently installed under a small rear basket with zip ties so they cannot be easily picked up. Replaced the flimsy plastic spines on the front and back of the old 3 ring binder rather than buying a new rear fendered luggage rack. As stiffeners for the bottoms I used pallets of 2 small rectangular plastic flower trays (to keep them from bending and from being damaged by edges of cans etc.). Only been in the rain once, they were full and the rain came in because the tops weren't fully stacked. But the water has pooled at the bottom, so the material itself appears to be waterproof! Now unimaginable without her!
