It seemed to work at first. Measured 22V without load. I then measured the current and only got about 15 mA as a short with the meter, but it was cloudy. So I waited for the sunlight and tried again. 22V, simple, but only about 70mA. Then it dropped to almost zero and I realized there was a bad spot in the wires where they exit the case. So I took it apart, desoldered the wires, cut out the bad wires and resoldered them. Now I'm getting almost 80mA, but the voltage is 4.5V. I need at least 5V. This is about 0.36W, which is a far cry from 1.7W. What a joke reviews on these things. They must be tested and certified in a government laboratory. And yes, I had full sun on a hot September day.
