good value but too scratchy for kids

I was looking for a comb for kids with fine hair - something between a paddle brush and a baby brush that will hold water when rinsed under the tap, to tame hair the next morning after washing, does not itch the scalp and does not contain boar bristles (rough, cruel). This brush ticks all the boxes except it's a little scratchy. It is not too hard and not too soft and is also suitable for thicker hair. So it's still ok as an extra brush (I bought a few different types) and costs $4. I found another brush (Giorgio) with beads at the end of the bristles that costs a little more and is better for toddlers but doesn't hold as much water. Bottled water also helps, but not all children are tolerant.
