Cannot remove backing from foam

This item must have a shelve life and revain had this in inventory for years or the manufacturers quality control sucks. Spent an hour trying get adhesive backing off foam. Tried on another sheet and same thing. Returned this the same day. Going try and find something that works.

My husband and I both tried getting the film off before you can place on wound, the pads were torn apart trying, we only got one to work
