Dead LEDS straight out of the box

I was actually installing this on a battery powered trike. LEDs dead as shown in pics. I can't return it because I had to cut the end plug off the wires to wire up to the trike. Unfortunately I didn't know the LEDS didn't work until AFTER I cut the wire.

Looks good, not very bright though
