For what it is (plastic budget organizer) it works well. Don't load the tools heavy side up and you'll be fine. (It's stupid anyway.) Any item you load heavy side up (like a shovel) should lean left or right, not forward or back, or you want them to lean. The manufacturer should not do this. Show tools loaded heavy side up because you don't have to balance everything perfectly every time you drop a tool. A few tips and thoughts: 1) Wheels are a joke. I wouldn't try to move this with any kind of cargo. 2) Attach the legs with hot glue or super glue when you assemble them. The legs are the weakest point, especially if you follow tip 3. I'll consider replacing them with Schedule 40 PVC pipe or maybe a pair of 2x2s that I've rounded the ends of, but so far it's working fine. 3) For extra rigidity, purchase a $2 can of Styrofoam from Walmart and fill in the gaps at the bottom of the two green pieces. Don't try to fill in the 5 front slots where the tabs fold in to accommodate different hand diameters. This includes rice. Cut the styrofoam after it dries. 4) Bolting the base to the plywood would be a nice improvement in stability. At least attach the top rack to a wall or something similar - even if it's with zip ties. 5) If you plan on placing it outside I would paint it with several coats of spray paint. This protects the plastic from UV radiation for longer. It costs $30 and works great once you understand why a 5 lb plastic rack of 50 lb shovels can tip over. :)
