240p -> 1080p does NOT work!

This article claims to be an upscaler up to 1080p. I know for a fact that this will not upscale 240p to 1080p or 720p. I bought this to play my SNES on my HD monitor but it doesn't fit. Outputs 1080p but a stretched and colorless version. See photos for details.
