It scares people off more than cats.
Didn't do much to repel cats but sprayed on the couch and then every time you touched the couch or anything that touched the couch you got bitterness on your fingers. I left with a constant bitter taste in my mouth for 2 weeks because I didn't realize I was touching the couch and then touching my face.
