My poor 7lb 20 year old chihuahua hates these steps! Every time he tries them, he shakes and shakes so badly that he looks up at me, scared to death that he might fall. I ended up paying $70 for another set which he likes a lot more as it's a lot sturdier. And the fabric on them isn't bullying at all, so when he tries to use it to grab a little to get up (he's 20!), it just slides across the surface, giving him even less of a sense of security. . If he were younger and more agile or weighed more to hold them they might be fine but they definitely don't suit our needs!
