Maybe size down best in my review

I gave these 3 stars because the sizing seems to be way off. I order a M for my pug who weighs 13lbs and they are way too big for her. With straps as tight as they go, they will stay on her waist but she loses her tail in them. I ordered a M because the ones from local pet supply store were a S and were way too tight on her all over. The quality of these are great though!
