Keeps popping gfci - even when new 15A used

I can't get customer svc to just tell me the power use per foot when down to minus -25C. If I knew that, I could see ifv the issue is just that it's pulling too close to 15A and need to chg the gfci and ckt fuse.frustrating.

Cons

The heating cable may not be efficient enough to prevent water flow disruptions during extreme weather conditions
