NOT fit as expected. size up.
I've been wearing a size 16 top for a long time, the measurements in the critical areas are within 16. Therefore, size XL should fit. I can't close it on my chest and it's tight on my arms. I'm losing weight so I'm keeping it because eventually I'll fit in, and even a coat that doesn't button up is better than no coat at all. But be sure to increase the size when you buy.
