Scratched, soiled and broken

I ordered three of these frames because I couldn't find the right size locally. The first one I took out of the box had scratches on the frame but I wanted to try and get it working and find paint to touch up. When I received my framed photo I also noticed how dirty the white mount was. I thought at first there might be something on the glass that would wear off, but there were large gray spots on the mat. When I took the second one out of the box, there was a big tear on its corner. I didn't even bother to check out the third one because it looks like garbage. They aren't cheap either.
