These bags are perfect! I have 2 Jack Russells, the largest is 18 pounds. I used the bag on an international flight and also on a US flight. The key is to take out the cardboard base and you can also remove the metal bars. When the bag is upright, the dog can turn around and meet the airline's criteria. A flight attendant challenged us but when we removed the velcro and took out the bottom she couldn't say anything because the bag fitted right under the seat! If you have an 18-19 lb dog it will fit!
