The retaining screws are too long!
As other reviewers have noted, the screws are too long, around 1-1.5mm, preventing the bracket from seating and holding the two pieces in place. I used a lock washer under the bolt which was almost right. The corner supports are cast aluminum and fit together nicely, but be prepared to use a washer (or two) as spacers.
