Definitely not for 4 year olds or 16 inch waist as advertised. new hole for another 4-6 inches. I don't think a girl in my size 11/12 would fit without punching another hole as it's not much wider than the little sister. Maybe teens and teens who are taller than average and wear adult sizes, but other than that I wouldn't classify it as a "boys" or "kids belt". The smallest waist he can fit without cutting his own hole is 28.5 inches!
