I connected two 12V lead-acid batteries (3Ah motorcycle batteries) to it. Both were just over 7V. Both dropped to 5V after 4 hours of charging. With a multimeter hooked up to the battery I can see that it first jumps to 15 volts and then kind of cuts out. The battery voltage rose from that 15V peak, but then stabilized and started falling below its voltage before the charger was connected. Also hooked it up to an oscilloscope to see if some weird PWM was causing the multimeter to read incorrectly. nope Pretty solid lines. Hops, sits, begins to discharge. This will destroy your batteries.
