The mascara is great, the eyeliner isn't

The eyeliner that came with the kit is completely dry on one side. I've tried shaking it and using it for a while to see if I can balance it but that didn't work. Even the side producing the ink was unstable. I really needed a new eyeliner so I was disappointed that it didn't work at all. The mascara is great and I've used it before. This is still my favorite mascara to this day. A skin care product I haven't tried yet. I've only used it a couple of times and it seems fine. I don't use these types of products often, so I don't have a comparison.
