Strange sounds.Did not come with the 4 ice packs.

Fan did not come with the 4 ice packs as advertised. Fan must have been damaged in transit or is a faulty product. As soon as we properly filled the tank and turned it on, it made this awful noise. Changed locations, plugged/unplugged, turned on and off, but noise continued.
