At first I thought this article must be a joke (because of the colored lights? I'm still not sure why they are on), but I decided to take a chance , because I suffer a lot in the heat. My house has air conditioning, but it doesn't matter if I have hot flashes! I need air in my face! This little device is perfect because it works hands-free so I can use it when I'm working on the computer, reading, watching TV etc. I've never used the 2 highest fan speeds, "low" worked fine for me. I also don't use it for more than 10-15 minutes at a time just to cool off. They charge it via USB, I'm still using the first charge I did when I got it. It could be placed on the table and aimed at the face, although I didn't use it that way. I haven't used it on housework yet, but I will next time I get the chance (other times I can really overheat). As for public use, you could certainly do that, but I don't think I would just because it looked like it. But for home use it is perfect.
