In CA all new homes must have one of these installed on each outside hose bib and you will fail the test if that stupid screw is misplaced and broken. So for those of you who don't want to throw them away to remove them, just screw them in a turn or two and rip them off. If you then need to take this thing off to replace the gasket, you don't have to destroy it and/or the bib . The examiner only sees that it is installed and the set screw has broken off and does not unscrew it.
