Pillow lower than expected

I bought this because my 8 month old daughter loves the pillows in my bed but when we sleep alone I don't want her to have a pillow on that she could choke on. So I bought that. The picture shows that it is a thick cloud-like pillow that is fully breathable. But what I got was a 2 inch pillow. She didn't choke on it, but she doesn't like using it as much as our bed pillows, either.
