First check the air filter box
1997 Toyota Camry LE 4Cyl 2.2L I checked all the lines for a loose P04 valve intake hose and EGR modulator, but that didn't solve the problem. I then attempted to replace my old VSV with an EGR which required me to remove the passenger wheel so I could access it as it was under the intake manifold turned out to be an issue with the air filter housing. The rats have built a huge nest under the air filter. I cleaned it and there is no longer a P0401 error.
