TSA and fits perfectly under the seats. I LOVE this cat carrier. I had no issues with the pen or any airlines despite other reviews. I had to move my 18 year old cat from San Diego, California to Crete, Greece. He weighs 13 pounds and loves this carrier. Not restrictive. The Delta I (simply) removed the skateboard-like bottom and installed it on top. On the Agean Air, the entire trunk rolled under the seat with no problem. The cat loved riding in the carrier and never made a sound while taking in all the sights. Open the mesh so the cat can see what's going on. I think it will reduce their anxiety. Can't say enough good things about this carrier. I have a $150 tote bag at home that you can borrow if you'd like. Buy this.
