Cooler is advertised as capable of cooling for 65W TDP CPU, but will overheat

I was using this on a Intel 65W CPU and its performance was horrible.Two problems:- it is advertised as including thermal paste, the package I received has NO thermal paste, so you need to spend more money to buy thermal paste separately- it is advertised as for 65W TDP cpu, but it will reach a peak temperature of over 85 degrees and cause a LOT of fan noiseIn reality, this heatsink is only safe for CPUs with 45W TDP or less.My included picture demonstrates the size of this heatsink compared to my OEM heatsink.My OEM heatsink was able to cool at 80 degrees, while this one peaked at close to 90 degrees and was significantly noisier.
