This skirt did not come with LEDs or batteries. I took the skirt out of the box and was very excited to take my daughter to the night festival and saw that she was all glowing, but was disappointed to find that she was not glowing at all as advertised. I'm giving it two stars because my daughter still loved it (assuming she just wanted the tutu and didn't realize it was meant to glow). Aside from the lack of light, it had cute silver stars and there are three tiers of Thule.
