Will not work with leg files

I bought this file to replace one I bought at Walmart many years ago. And I chose this one because I thought it was nicer than the plastic ones. However, this is basically useless. No metal mesh. The brush is so soft it doesn't do anything. It's softer than fabric. It should be stiffer for the legs. It's still beautiful and would make a great decoration. It's just not very functional.
