Full hydration, maybe in a second.

Does not wet. I have to apply 2-3 times more than my "base" lipsticks. I put it on and in less than 2 minutes I felt like I needed more. I work in a hospital which is dry by nature but can't use it there because I'm constantly applying! I need something more protective and moisturizing! Smell and taste are not bad. I have honey color. I use it because I spent $3 on it, but I prefer the $1 cherry bubble or the original $1 lip balm!
