Looks like a used item

I bought this tool set as a Father's Day gift for my husband and gave it to him when it arrived today. Some of the tools inside look used/dirty. The pliers are indeed rusty, the hammer looks used or not of very good quality. The tape's thread was pulled off the reel and they tried to replace it again. It's embarrassing to give a gift that appears to be of lower quality and/or used.
