Corresponds to the description. My daughter is 2 years old and wears 18 month old shorts/pants/skirts but dresses/tops 2T (we usually buy charter clothes if you need a brand size comparison). She has a small waist. It was a little big but being a 2T-3T I would say it fits exactly as described. Update: My daughter is four years old and can still fit in it. I recommend it to anyone with young children learning to swim.
