He's a rogue, so he can unbuckle the seatbelt from metal buckles or unbuckle the seatbelt himself: that's why we don't use him for a long drive in the rental car when we're not around him (learned through practice!). Being confident it's tight enough takes a bit of work. What you really need to do is tighten the waist strap and then secure the strap with an elastic band that will keep the strap from moving through the buckle - it takes a bit of practice.
