Nice turn signals but low beam does not work

I bought these inexpensive lights specifically for rear turn signals. The lighting relay has also been replaced with a special one for LED lighting. The turn signals work fine, but the low beam function does not work. No need to waste time removing headlights or wires when turn signals actually work for our application.
