Seems to work but only for us but maybe only as a temporary fix. Our area had been so saturated with urine over the years (we previously used bleach but the steroids our dog was taking recently found bleach less effective) that it may not have been as effective as it could/should be because ours If the dog begins to urinate again at this point, the smell of urine will come back in full force. We have to apply layers of bleach and all that to get decent results. I think if you start right away (i.e. right after moving into a new house), or if your dog pees all over the place and not in a specific spot like he does in ours, then it will work fine. But if your dog is like ours and walks in the same spot all the time, you probably need to seriously soak, maybe even break up the dirt so it can seep in deeper.
