This is normal when you are indoors but the air is barely moving. It's kind of a joke. For $40 I was expecting something that works. It sprays water but blows it out only 6 inches. When you're outside, you can't tell if the fan is on. I can only tell if I'm inside. And even then he is weak. I should have returned it, but I realized it too late. That's buggy too. Sometimes it just won't turn on.
