I don't think there is enough light in the water. There is a black tube that houses the UV light and only a small amount of light hits the water as it passes through. You can remove this tube and it will kill the algae as well as all your fish. It also adds a very strong current to your aquarium. Not good, not bad, but you have to know. The bubble function works as intended. I can't get rid of my algae. I used chemicals, did regular water changes, changed filters more often than I wanted and hoped this would be the solution. Unfortunately, this was not the case for me.
