Cable jacket design issues

Sensor wire length detects the presence of water, shorting two wires in the cable. The jacket design is wrapped too tightly to allow water to enter the cable to be detected. It's made of plastic which really just repels water, so it takes a lot of time/water to get water into the bowl. I think it would be better to wrap the cord with something absorbent like cotton or something similar.
