Both vernier scales were not correctly zeroed. After spending some time with a set of feeler gauges and a notoriously good caliper, I was able to loosen the small Phillips head screws and zero each dial. There is enough sediment in the holes to zero the scale. The metric vernier scale was slightly skewed and I couldn't fix it. One of the top tension adjustment screws was not flush. I unscrewed the screw and found a thickening at the end, which was not removed during disassembly, and the person who assembled the block damaged the head when trying to screw it in further. I replaced it with a caliper bolt that I threw away. I expected these kind of problems at this price point and after adjusting it works well enough for my application.
