Update or check the drivers installed on the PC. That was my problem
Cable works great. I couldn't get the "com3" port to appear to sync the PDA to the PC. I went to the windows search bar and searched for "drivers", a window popped up and I saw "usb com1 and com3". Click on that and then click "Check for updates" and Chirp displayed com3 to download to computer.
