Low outlet pressure, noisy!

Actual Outlet Pressure 1.9 PSI; Of the 2.5-4 listed, the PSIPump generates a lot of acoustic noise: LOTS! On top of that, it generates huge peaks in the car's electrical system: the car radio responds with a terrible hum. i have to come back
