Even in direct light, the fan does not work well

Fan - a 12V fan that produces only 5V on the solar panel, less than 1/2 voltage, and this in full sun. Not even the fan spins in the shade. Obviously everything works fine with 12V input, but they should have made this 5V system with 12V step down and used a 5V fan. I used one of my 5V USB fans and it worked much better, even in the shade it could be started. There are some framerate issues: the fan spins faster than it looks, but around 10fpm. output is not great.
