That didn't solve the problem, but it did the trick. The problem was a bad power cable connection at the four-pin power connector just behind the battery, which through a relay supplies power to the high-speed fan motor. I replaced that set of fan speed resistors and the fan speed still wasn't high. After I fixed the faulty connector, all speeds work great.
