Bad quality control?

Quality control issues with my shipment. One lamp had one of the connecting wires torn off, so it could not be used. The two lamps had a measured resistance of more than 10 times normal, so would probably be dimly lit. Luckily I only needed 4 bulbs so I had everything I needed. My bulbs were not packaged as shown - in a box of 2 x 5 bulbs.
