If you use a cable with enough bandwidth, 4K at 60Hz is definitely possible over USB-C with both USB and Ethernet ports active. Just set the USB transfer rate to 2.0 and make sure the DisplayPort mode is set to 1.2. You'll probably only want to connect a keyboard and mouse to the display for docking, so slower speeds won't be an issue.
