It's plastic, not rubberized metal.
I wish they were stronger but for the price I'm sure they are worth it. Being lighter than a metal hook means more than the fact that they can break. They are also light enough to be removed with whatever you want to remove. crawl out of their holes and fall behind the freezer. Yes, it was problematic! But I bought hooks to hold them in place and now I'm a happy camper. They work great.
