Loud buzz and non function

This part appears to be defective. When I connect the wiring and the key is on (engine off) I hear a loud buzzing noise. The original part has a humming noise, but it is hardly noticeable. Even changing this part didn't solve the problem. I'm reading P2004 and P2017 both of which are for this part but I'm not sure what the wiring or part is. I can get 5v from both terminals when the key is on (engine off) and the sensor ground is fine. Apparently I received a defective item.
